does john barrowman star of 'torchwood' live in britain or america?

he has an american accent ? but hes always been in programs here in
the uk, i remember him hosting a childrens saturday morning show when
i was growing up in the late 80s.

i know he grew up in scotland , but why does he have an american
accent ?
