Is TV harder to write for than film?

Ok, I've heard from a script consultant that writing short scripts are
a great way to begin screenwriting. All of the basic story elements
are there but in a condensed form. At the same time another person
told me writing for TV is harder than writing for film cause of the
deadlines a writer has to meet.

Anyway, is writing for TV really harder than writing for film?

I thought it was easy in terms of format.
